The objective of RESIREA is to promote wide-scale development in access to renewable energy-based electrical services with the goal of contributing to the fight against poverty.

Framework:
RESIREA has been launched in January 2007 and will last until December 2009.
RESIREA is co-financed by the European Commission under the COOPENER programme, the French Agency for Environment ADEME, and the participating organizations.

Objectives:
RESIREA aims at:

- Removing barriers to large scale rural electrification programs, by renewable technologies
  - Contributing to the economic and social development of the local population

RESIREA proposes to define sustainable and ready to implement electrification programmes, in Lower Mekong countries through:

an innovative methodology which will define the most reliable zones, based on the cross-analysis of technical and economic parameters,
definition of rural electrification programs, economically and technically sustainable,
trainings of local entrepreneurs,
regional dissemination of methodology and results.

Localization:
The selected provinces are:

Kompong Thom in Cambodia.
Oudomxay in Laos.
Dak Nong in Vietnam.

Expected results:

Number of targeted villages
± about 40 villages per country
Estimated population
8 000 families / country
Investment
± about 4 millions Euros / country
Technologies
The most suitable renewable solution between:
- Biomass
- Hydroelectricity
- Solar photovoltaic
(Solar Home Systems or centralized generator)
Use of electricity
- Domestic use for rural households (lighting, radio, TV)
- Community use for health centres and schools (lighting and supplying equipments)
- Economic/productive use for workshops, shops, mills, sewing, fruits transformation, etc.
Impacts on poverty alleviation - Improvement of living conditions in households
- Improvement of health and education conditions
- Economic stimulation of the local development and activities that require electricity (production, craft industry, shops, etc.)
Capacity building For local partners and provincial authorities:
- training on renewable energies technologies
- elaboration of databases for each province
- methodology for planning DRE programs
- increased awareness of operators and population about the possibilities of off-grid electrification through renewable energies

European partners:
RESIREA integrates the participation of 3 European actors that are well recognised in their fields of competence:

Fondation Energies pour le Monde (France)
Fraunhofer Institute for Solar Energy Systems (Germany)
Centre Wallon de Recherches Agronomiques (Belgium)

Local partners:
The local partners are:

Ministry of Industry, Mines and Energy of Cambodia,
Ministry of Energy and Mines of Laos,
Centre of Renewable Energies and Rural Development from Vietnam.

Main phases of the work program:

Each partner intervenes on its sector of expertise and shares its knowledge with the entire project team. The programme is structured in 8 phases:

1.

2.
3.
4.

5.
6.
7.
8.

Exhaustive inventory and analysis of existing decentralized rural electrification structures and associated financial mechanisms,
Study of potential renewable energy sources in the provinces,
Study of political, economic, social, demographic and geographic contexts,
Integration and exploitation of the data, cross-analysis of socio-economic and technical parameters and selection of the priority zones,
Detailed studies concerning the selected zones,
Elaboration of electrification programmes,
Training of identified operators,
Dissemination of results
