Identification of priority villages

RESIREA methodology aims at targeting the villages that meet the conditions required for setting up programmes that are both technically and financially sustainable.

Thus, this phase of RESIREA consisted in carrying out a multi-sectorial analysis, to identify the villages with the most favorable context for Decentralized Rural Electrification projects through renewable energies.

Priority zones have then been identified in Kampong Thom, by defining clusters of promising villages.

The selection was based on the following criteria:

  • exclusion criteria: electrified, planned to be electrified or located nearer than 3 km from grid extensions, low density and population, urban villages,

  • favorable criteria: presence of social infrastructures and micro-credit organization, good economic dynamism, possible access and high population;

  • definition of clusters of villages

These results have been presented on the 7th of April 2008 during a workshop to provincial and national authorities, districts representatives, local actors working in the field of energy and private operators.

WORKSHOP KAMPONG THOM – APRIL 2008

The workshop was divided in two parts:

First part: presentations from the European consortium, with a recall of RESIREA methodology, time frame and expected results.

The expected technologies were presented, indicating the main assets and limits of each solution. It was also an opportunity to give to all the participants the restitution of the studies carried out in 2007. Finally, the selection methodology leading to the selection of priority zones has been presented in details.

Second part: discussions

The second half of the workshop was dedicated to debates and expression of interests. Each participant, from institutional or private sides, has been invited to present his expectations from RESIREA projects and his opinion on the selected zones. The local development plans and strategies have been linked with the proposed zones.

The concertation has lead to modifications of the priority zones. The local authorities suggested to come one step backwards in the selection methodology and replace Prasat Balangk selected villages by villages located in the western area of this district. This suggestion was approved because the local context of the new villages was more favorable and the land and resources were more suitable. After comments and after discussion, three zones have been validated and ordered into a priorization.

During the discussions, operators and authorities have expressed their preference for centralized options with mini grids, which are the most cost efficient solutions. Since the majority of Kampong Thom villages presents a concentrated typology, with households grouped together, centralized options may be adapted and efficient solutions. Biomass options, with gasification or bio-fuel units, are rather well known and the development potential seems high.
